Selling GoHighLevel Voice AI: Rebilling, Margins, and When to Use a Dedicated Platform

There are three ways to sell voice AI to GoHighLevel clients. You can rebill HighLevel's pay-per-use Voice AI with a markup. You can resell the $97 AI Employee Unlimited plan at a flat price. Or you can connect a dedicated voice platform and bill through your own Stripe account. As of October 2026, HighLevel's voice engine costs $0.045 per minute. Text-to-speech (from $0.015), LLM tokens and phone charges come on top. Marking that up inside HighLevel needs the $497 Agency Pro plan. Which route earns more depends on your clients' minutes, and the arithmetic below shows where the lines cross.

We build PulsyAI, which has a GoHighLevel Marketplace app, so we are one of the options in this post. Every HighLevel figure here comes from HighLevel's own pages, fetched in October 2026, and every margin shows its math so you can rerun it.

Key Takeaways

  • HighLevel Voice AI on pay-per-use costs $0.045 per minute (voice engine) plus text-to-speech, for example $0.015 with OpenAI voices. That is $0.060 per minute before LLM tokens and phone charges.
  • Rebilling AI Employee usage with a markup requires the $497 per month Agency Pro plan, according to HighLevel's help center.
  • AI Employee Unlimited is $97 per month per sub-account. It beats pay-per-use only when a client uses more than about 1,617 minutes a month at $0.060 per minute, and fewer once token costs are added.
  • On a $297 package with 300 minutes, the voice cost is $18 on pay-per-use, $97 on AI Employee Unlimited, and $29.90 per client on PulsyAI when ten clients share one plan.
  • Stay inside HighLevel when you have a few low-volume clients and already pay for Agency Pro. Look at a dedicated platform when voice is a product line, not a CRM feature.

What does GoHighLevel charge for Voice AI?

HighLevel prices voice AI in two layers: your agency plan, and the AI usage on each sub-account. Here are both, read from HighLevel's pricing page and its help article AI Product Pricing (modified 20 October 2026), as of October 2026.

ItemPrice as of October 2026What matters for resale
Starter agency plan$97 per month3 sub-accounts
Unlimited agency plan$297 per monthUnlimited sub-accounts, rebill phone and email with no markup
Agency Pro plan$497 per monthSaaS mode, rebill phone and email with markup
Voice AI voice engine (pay-per-use)$0.045 per minuteEffective 20 May 2026
Text-to-speech$0.015 per minute (OpenAI, Cartesia), $0.035 (ElevenLabs V2.5), $0.170 (ElevenLabs V3)Added to the voice engine rate
LLM tokensBilled by model and tokens usedNo flat per-minute figure published
AI Employee Growth$50 per month per location100 AI agent minutes included, then pay-per-use
AI Employee Unlimited$97 per month per locationUnlimited Voice AI, subject to fair use
Phone SystemSeparate"Phone System charges still apply to all phone calls regardless of plan"

HighLevel's own estimating formula is call minutes × (voice engine rate + text-to-speech rate), plus tokens, plus phone charges. With OpenAI voices that is $0.045 + $0.015 = $0.060 per minute. HighLevel's worked example is a 10-minute call at $0.60, before tokens and phone charges. With ElevenLabs V2.5 voices it is $0.045 + $0.035 = $0.080 per minute.

The missing number is the token cost. HighLevel doesn't publish an average, because it depends on the model and the length of the prompt. Treat every pay-per-use figure in this post as a floor, and read one real invoice before you set a client price.

Which GoHighLevel plan lets you rebill voice AI at a markup?

The AI Employee: Access, Rebilling and Reselling article (modified 14 September 2026) says rebilling AI Employee usage requires the $497 per month agency plan. It offers two pricing methods per sub-account:

  • Markup-based: the client pays a multiplier or markup on the underlying AI cost.
  • Fixed-rate: the client pays a fixed rate per unit, for example per Voice AI minute.

The pricing page adds a second split for phone costs. The $297 Unlimited plan can rebill phone and email with no markup. The $497 Agency Pro plan can rebill them with a markup.

So if you are on Unlimited today, rebilling voice AI at a profit through HighLevel means a $200 per month upgrade ($497 − $297). Spread over 10 voice clients, that is $20 per client per month. Over 3 clients it is $66.67. On a lower plan you would have to bill the client some other way, outside HighLevel's rebilling.

What are the three ways to sell voice AI to GHL clients?

Route 1: Pay-per-use Voice AI, rebilled with a markup

You turn on Voice AI in the client's sub-account and set a markup or a fixed client rate per minute. HighLevel bills you for usage and charges the sub-account your rate. This is the cheapest route per minute at low volume. The trade-off is a variable cost you can't fully see in advance, because tokens and phone charges sit on top of the published rates.

Route 2: AI Employee Unlimited, resold at a flat price

You pay $97 per month for each client location and sell a flat package. Your cost is fixed, apart from phone charges, so the margin is predictable. The risk flips: a client who makes few calls costs you the same $97 as a busy one.

Route 3: A dedicated voice platform connected to GHL

You keep GoHighLevel as the CRM and run the voice agents on a separate platform that syncs with it. On PulsyAI, our GoHighLevel page describes a Marketplace app: contacts sync, GHL workflows can trigger calls, call data flows back to GHL, and agents can book into GHL calendars. Billing runs through your own Stripe account rather than HighLevel's rebilling. Our White-Label plan is $99 per month with 1,000 minutes included, then $0.10 per minute, as listed on our partners page in October 2026.

How do the margins compare at 300 and 1,500 minutes?

Take one package: $297 per month, sold to a client who uses 300 minutes. The voice cost on each route:

RouteCost arithmeticVoice cost per clientMargin on $297
1. Pay-per-use (OpenAI voice)300 × $0.060$18.00 + tokens + phone$279.00 (93.9%) before tokens and phone
1. Pay-per-use, with $20 plan upgrade share$18.00 + $20.00$38.00 + tokens + phone$259.00 (87.2%) before tokens and phone
2. AI Employee Unlimited$97 flat$97.00 + phone$200.00 (67.3%) before phone
3. PulsyAI, 10 clients sharing one plan($99 + 2,000 × $0.10) ÷ 10$29.90$267.10 (89.9%)

Percentages are margin ÷ $297. For route 3, ten clients at 300 minutes use 3,000 minutes. The first 1,000 are in the $99 plan, and the other 2,000 cost $0.10 each, so the total is $299, or $29.90 per client. All of this is before your support time, which is usually the biggest cost.

Now the heavy user. Same $297 package, but the client uses 1,500 minutes and you haven't set an overage rate.

RouteCost arithmeticVoice costMargin on $297
1. Pay-per-use (OpenAI voice)1,500 × $0.060$90.00 + tokens + phone$207.00 (69.7%) before tokens and phone
2. AI Employee Unlimited$97 flat$97.00 + phone$200.00 (67.3%) before phone
3. PulsyAI, all minutes beyond the included 1,0001,500 × $0.10$150.00$147.00 (49.5%)

Two things stand out. First, HighLevel's published per-minute components ($0.060) are lower than our $0.10 overage rate. We would rather say that than hide it. Whether pay-per-use stays cheaper once tokens and phone charges are added is something only your invoice can answer. Second, every route loses margin on a heavy client without an overage rate. Put one in the package before you sign.

Where is the break-even between pay-per-use and AI Employee Unlimited?

The flat $97 wins once a client's pay-per-use cost passes $97. Divide the fee by the per-minute cost:

  • OpenAI voices, before tokens: $97 ÷ $0.060 = 1,616.7, so about 1,617 minutes a month.
  • ElevenLabs V2.5 voices, before tokens: $97 ÷ $0.080 = 1,212.5, so about 1,213 minutes a month.

Tokens push both numbers down, because they raise the per-minute cost. Example only: if tokens added $0.02 per minute (an assumption, not a HighLevel figure), the OpenAI break-even would be $97 ÷ $0.080 = 1,213 minutes. Check one month of real usage, then compute your own break-even per client. A client under it belongs on pay-per-use; a client over it belongs on the flat plan. Remember the fair-use clause on Unlimited before you put a very heavy client on it.

How does rebilling actually work on each route?

The mechanics decide how much admin you carry each month, so compare them as carefully as the price.

Inside HighLevel

You set the markup or the fixed client rate per sub-account, and the configured rate determines what the sub-account is charged for future usage. HighLevel's help article tells you to confirm the client billing setup is active before you turn on direct client charges. Phone and email costs follow the plan rules above: no markup on Unlimited, markup on Agency Pro.

On PulsyAI

Here is how our rebilling works, described from the product itself:

  • You connect your own Stripe account (Stripe Connect). Client payments go to your account. Rebilling is part of the White-Label plan.
  • A plan has a monthly price, included minutes, an overage rate per minute, an optional free trial and a feature list, in one of several currencies, including USD, CAD, GBP, EUR and AUD.
  • Usage is metered by the second and billed at the per-minute rate you set.
  • You can show a plan to all your clients or only to selected ones, so different clients can see different prices.
  • Once a plan is created, its price, included minutes and overage rate are fixed. To change the price, you create a new plan and move clients to it.
  • You can mark a client paid by hand if you invoice them outside the platform.
  • If a client's payment fails, their agents stop taking calls after a 10-minute grace allowance.
  • The billing overview shows each client's minutes, the invoiced amounts and the expected next invoice.

One limit to plan around: the client plans you create price voice minutes only. There is no separate line for SMS or phone-number costs. If your setup carries those costs, build them into the monthly price.

When should a GHL agency use a dedicated voice platform?

There is no single answer, so here is the honest split.

Stay inside HighLevel if:

  • You have one to five voice clients with modest minutes, and you already pay for Agency Pro.
  • You want one vendor, one bill and one login for you and your clients.
  • Your clients' calls are simple: answer, qualify, book into a GHL calendar.

Look at a dedicated platform if:

  • You are on the $297 plan, and the $200 upgrade to Agency Pro would exist only to rebill voice.
  • Voice is becoming its own product line, with a branded dashboard your clients log into.
  • Some clients don't use GoHighLevel at all, and you want one voice product for all of them.
  • You want package billing (monthly fee, included minutes, overage) collected in your own Stripe account, with per-second metering.

A dedicated platform adds a second system to support. That is real work, and it only pays off once you have enough voice clients to spread the platform fee and the learning curve.

A five-step checklist before you price your first GHL voice client

  1. Check your agency plan. If you need markup rebilling inside HighLevel, budget for the $497 plan and divide the upgrade by your expected voice clients.
  2. Pick the voice. The text-to-speech choice moves your cost from $0.060 to $0.080 or more per minute before tokens. Price the voice you will actually use.
  3. Run one test month. Read the real token and phone charges for one client. Replace the "before tokens" figures in this post with yours.
  4. Set an overage rate. Every route loses margin on a heavy user. A rate of at least twice your per-minute cost protects you.
  5. Compute the break-even. Fee ÷ per-minute cost tells you when a flat plan beats usage pricing. Recheck it each quarter, because HighLevel's current voice engine rate only took effect on 20 May 2026, and rates can change.

The formula behind every table in this post is: margin = package price − (minutes × cost per minute) − fixed fees per client − your support time.

Where does PulsyAI fit?

PulsyAI fits GHL agencies that want voice as a branded product line with package billing in their own Stripe account, and that have enough clients to share the $99 plan and its 1,000 included minutes. See how the integration works on our GoHighLevel page, and the plan details on our features page.

It fits less well if you have a couple of high-volume clients and already pay for Agency Pro. In that case HighLevel's lower published per-minute components may come out cheaper, and keeping everything in one system has value of its own.

Disclosure: PulsyAI publishes this post and sells a product that competes with GoHighLevel's Voice AI. HighLevel prices were read from HighLevel's own pricing page and help center in October 2026 and can change. Margin figures are arithmetic on the stated assumptions, not results from any customer.
